Scaling Community Resilience with AI: Expanding the Community and Connectivity (RCC) Model

About

How this project makes an impact

Sakawarga is working to strengthen community voice and resilience by promoting social innovation, digital literacy and civic participation, often framing its work as “dari warga, untuk warga” (from citizens, for citizens).

Indonesia’s rural villages are on the frontlines of climate change, beset with recurring floods, landslides, and extreme storms, costing lives and ruining livelihoods. Disaster training is irregular and funding often only helps after crises hit, leaving communities unprepared and dependent on external assistance.

How AI drives resilience

Through simple voice or text conversation, local volunteers learn their risks, map resources, and run their own drills, all happening in their own local language. Villages use it to practice readiness year-round, keeping knowledge fresh, highly contextual, and leadership active as they update their plans together. To create system-level impact, SakaWarga’s AI coach will be embedded into existing disaster response frameworks - local community disaster teams, Indonesian Red Cross, local disaster management agencies, and local government in Indonesia.

Sakawarga will test and refine the use of their AI coach in 7 pilot villages. 150 volunteers will be trained and a movement started and hosted on AtmaGO (a platform with over 16 million users), which drives the growth of empowered, self-organizing communities that protect lives before disaster strikes.

Question to the founder

"How are the Sakawarga Foundation going to empower communities in Indonesia and build trust in your innovative AI for Resilience Coach?"'

"Sakawarga empowers communities by starting with trusted local disaster volunteers and leaders. The AI Resilience Coach is introduced where these volunteers are already active, ensuring those who know their communities best use it. Volunteers co-create the content, test the guidance, and give direct feedback, allowing the AI to learn from them, not over them. Field facilitators validate information and ensure continuous engagement, making the AI a trusted companion. This approach keeps preparedness human-led and AI-supported, strengthening local leadership and confidence across Indonesian communities."
